生成切片频繁报 ERROR 999998 错误

执行(ManageMapServerCacheTiles)失败。
最近生成切片频繁报999998错误，之前不会的，数据上也检查不到出什么问题
偶尔提示CacheTiles未启动，但去查看是已经启动的，重启gp服务CacheTiles容易失败，一旦失败就启动不了，只能重启整个arcgis server服务。
