softwareAuthorization.exe has stopped working

windows server 2016 标准版系统，arcgis10.7.1
1.通过prvs授权文件生成authorize.txt
2.authorize.txt生成resps授权文件
3.双击resps文件授权，报错如图

    不要双击许可文件，先打开授权向导，然后选择resps文件呢？
