【解决办法】：
关于此错误的解决方案：

•Use the default tiling scheme suggested for your data. The default tiling scheme is suggested for you when the Package for ArcGIS Online | Bing Maps | Google Maps parameter is unchecked. This tiling scheme is created at C:\Users\[user_name]\AppData\Local\ESRI\Geoprocessing\[tiling_scheme_name].xml, or
•Update your tiling scheme so that its origin matches the top left extent of the data, and use scales in the tiling scheme file that will cover the data extent.

针对第二条，提出建议如下：

1、检查是否有要素影响要素类的范围。如果有，删除后，使用计算范围工具重新计算下范围，再创建索引。
2、检查数据坐标系是否正确。如果不正确，改正后再创建索引。
