SOE注册在站点列表中不显示，注册失败？

我使用的是ArcGIS10.2，AE10.2,server也是10.2的，window10系统，在VS中编写生成.soe文件，但是在server站点中注册不成功，因此不能使用，不知道怎么回事，我是按照帮助文档写的，就是注册sample中的soe文件也是不行

这个是chrome54版本以上的bug,用ie或者低版本chrome就正常。

这是个bug 在10.5里已经修复了 [BUG-000099629 Unable to upload files in ArcGIS Server Manager after updating the browser to Firefox 49 or Chrome 54]
