解决方案
Use one of the following workarounds:

  1. If a proxy server exists, disable it temporarily, and add the proxy server information to establish a connection to ArcGIS Online. 1. Navigate to Windows Control Panel > Network and Internet > Internet Options > Connections > LAN settings. 2. In ArcCatalog, navigate to Customize > ArcCatalog Options > Connections. 3. Use the proxy server information from 'LAN settings' and add the information to ArcCatalog.
  2. Add exceptions to the firewall to whitelist the generic domains provided. ▪ *.arcgis.com ▪ *.arcgisonline.com ▪ *.amazonaws.com ▪ *.virtualearth.net (for Bing maps) ▪ *.esri.com
  3. Uncheck 'Automatically detect settings' from Internet Explorer > Tools menu > Internet options > Connections tab > LAN settings.
  4. Navigate to C:\Program Files (x86)\Explorer (x86)\bin, and rename the ArcGISConnectionBin.exe file.
