The CachingTools geoprocessing service is used to create and manage map, globe and image service caches by ArcGIS for Server. This service is missing when ArcGIS for Server 10.1 Service Pack 1 is upgraded to 10.2.

The following error is displayed during site creation:

"Failed to create the site. Failed to create the service 'System/CachingTools.GPServer'"

• Restrictive firewall policies prevent the site from being created.

• A glitch in the system (which has been fixed in ArcGIS for Desktop 10.2.2).

Upgrading to ArcGIS for Server 10.2.2 restores the missing CachingTools service.

If upgrading is not an option, or if the CachingTools service is still missing, try one of the following solutions:
Solution A: Configure the firewall ports on the local machine to allow access for ArcGIS for Server processes. 

1. Navigate to the Windows Firewall and Advanced Security settings by clicking Start > Control Panel > Administrative Tools > Windows Firewall and Advanced Security.

2. Select the Inbound Rules node in the navigation pane. 

3. Right-click Inbound Rules and select New Rule. 

4. Accept the default value 'Program' and click Next. 

5. Select 'This program path' and click Browse. 

6. Select the ArcGISServer.exe file at the following location: 

• <Install>\ArcGIS\Server\framework\etc\service\bin
7. Click Open, and Next. 

8. Accept the default option 'Allow the connection', and click Next. 

9. Check the Domain, Private and Public check boxes for the network and click Next. 

10. Specify ArcGISServer.exe in the Name field. 

11. Repeat steps 4 – 11 and create rules for the following programs: 
Name           Location
ArcSOC.exe <Install>\ArcGIS\Server\bin
jawaw.exe <Install>\ArcGIS\Server\framework\runtime\jre\bin
rmid.exe <Install>\ArcGIS\Server\framework\runtime\jre\bin\
12. Exit the Windows Firewall and Advanced Security window. 

13. Open a new browser session and launch ArcGIS Server Manager. 

14. Run the Create Site wizard. 


Or 

    Solution B: Archive site to generate new site information. 

    1. Navigate to Windows Services by clicking Start > Control Panel > Administrative Tools > Services.

    2. Locate and stop the ArcGIS Server Windows service. 

    3. Launch the Task Manager, and verify the java.exe or rmid.exe processes are not running as the 'Log On As' account to which the ArcGIS Server service is assigned. 

    4. In Windows Explorer, back up and rename the C:\ARCGIS-SERVER folder to C:\ARCGIS-SERVER_old. 
     
    If the configuration store (config-store) and server directories (directories) folders are in a different location, rename the root directories for those as well.
    5. Back up and remove the following files from C:\Program Files\ArcGIS\Server\Framework\etc : 

    • config-store-connection.xml 
    • machine-config.xml
    6. Restart the ArcGIS Server Windows service. 

    7. Open a new browser session and launch the ArcGIS Server Manager. 

    8. Run the Create Site wizard. 

    9. Verify the new site created alongside the newly created system or utility tools. 

    10. Stop the ArcGIS Server Windows Service. 

    11. Browse to the backup config-store folder location and copy the contents of the services folder (excluding the .site, system and utilities folder) into the newly created config-store folder. 

    12. Browse to the backup server directories folder and copy the following folders into the newly created directories in: 

    • D:\ARCGIS-SERVER_old\directories\arcgissystem\arcgisinput 
    • D:\ARCGIS-SERVER_old\directories\arcgisoutput
    13. Restart the ArcGIS Server Windows Service, and verify if the site is working. 
     
    If any problems are encountered while attempting these steps, revert to the backup files.
