ArcMap无法添加打开xls文件解决方法

近期收到一些用户反映excel的xls格式文件打不开，有如下提示：
connect
Error: Failed to connect to database.
General function failure
Unexpected error from external database driver (1).
后来通过查询，竟然又（使用ArcMap中工具时，总是弹出windows安全警告窗口解决方法 【10.5,10.5.1测试有效】）是因为windows升级补丁造成的。
实际微软在发布升级补丁时也有温馨提示：
Per Microsoft, "Installing this update may cause applications based on the Microsoft JET Database Engine (Microsoft Access 2007 and older or non-Microsoft applications) to fail when creating or opening Microsoft Excel .xls files. The error message is, “Unexpected error from external database driver (1). (Microsoft JET Database Engine)".
大概说的是
---安装此升级补丁可能会引起基于微软JET数据库引擎应用（Microsoft Access 2007和早期版本，或者是非微软的应用，比如ArcGIS Desktop，2333），可能会在创建或者打开微软Excel的xls格式文件时失败，报错提示：来自外部数据库驱动的未知错误（1）。（微软JET数据库引擎）
目前解决方法有两种：
微软也注意到这个问题，有望在接下来的系统升级中解决。

- Windows 10: October 10, 2017 — KB4041676 (OS Build 15063.674)

1、在Excel中打开xls文件，保存为xlsx格式，并且要安装 2007 Office系统驱动包；
2、或者是使用excel to table（excel转表格，路径为System Toolboxes > Conversion Tools > Excel > Excel To Table）工具
